These are just about the smaller size of web page backgrounds one can use. A smaller size might cause a delay in the loading of the page, because the browser redrawing would be visible.
Small image sizes were a must in earlier days of the internet, because of low modem speeds. These days, as the cost of bandwidth rises, they may be needed again :-(
